12 MARCH 2018: A mega project employing thousands of workers and equipment in a busy city inherently carries many risk elements. For Dick Spinder, the Risk Team Manager, Procurement Coordinator on the five-man Project Management Group (PMG) in the FAST Consortium, it is by definition a waking obsession.

“Risk is inherent in any action or behavior. But on an extremely challenging project in scale and timeframe such as the Riyadh Metro, those risks are multiplied. It’s about identifying the safest way to execute. At FAST, we integrate risk analysis into the entire organisation, into everyday activities, in exactly the same way you would with quality control. It becomes part of the project DNA, where everything starts with safety,” he explains.

Spinder, who is seconded to FAST Consortium by Dutch transport systems specialist Strukton International, pays tribute to what he describes as a “fantastic” safety environment on Riyadh Metro Package 3.

“It has been safer than most projects in Europe thanks to the attention, communication, training and management,” he explains.

“RAMPED [Riyadh Advanced Metro Project Execution and Delivery joint venture between Louis Berger and Hill International is very strict and safety-orientated, as is the consortium. We are very much on the same wavelength. You have to be when you have between 12,000 and 15,000 people on site.”
